Dr. Mayuresh Kulkarni leads Kulkarni Eye Care & Phaco Centre, a specialised ophthalmology centre in Pen offering phaco cataract surgery, comprehensive eye examination, and cashless care for eligible GIC panel patients.

Charter of patients’ rights

Patients have a right to equal access to health services without discrimination as regards class, caste, gender, HIV status, or any other such factor.

As per the Supreme Court directive, a patient should get emergency treatment irrespective of any legal or financial consideration.

The patient should be given necessary information about the likely cause of illness, planned investigations and treatment, cost, expected outcomes including likely complications, available alternatives, and the consequences of not taking treatment. Clinical records should be accessible. On admission, the patient shall be informed about the treating doctor, nursing-home rules, and approximate expenses. At discharge, the patient should receive a discharge card with clinical findings, investigations, diagnosis, treatment, health status, and follow-up advice.

All examinations should be carried out in a private environment, with any additional person present only at the request of the patient.

All patient records must be restricted to the treating team. This information can be disclosed to any other person only with the patient’s consent.

Informed consent should be taken before anaesthesia and invasive or high-risk procedures. For a minor or unconscious patient, consent should be obtained from a close relative. The patient has a right to refuse treatment and a right to a second opinion.

Every patient should receive good quality care that reflects satisfactory technical performance, consideration for personal values, and an effort to optimise comfort and dignity.

Every patient has the right to complain and to raise a grievance about any aspect of service, and to have it investigated by a competent authority.

If the nursing home undertakes clinical research, documented policies and procedures should guide all research activities in compliance with national and international guidelines.

No person living with HIV should be denied care on the basis of HIV status. Not having a voluntary testing and counselling centre cannot become grounds to refuse care. Management follows guidelines circulated from time to time by NACO (National AIDS Control Organisation).
